       In 2009, The City of Robbinsdale adopted into Code that all properties that are not Owner Occupied, including Relative Occupied, are required to carry a Rental Dwelling License.  (Housing Code section 425)  This code amendment was part of an initiative by the Robbinsdale Police Department which also strengthened ordinances relating to nuisances and crime-free housing regulations.

A rental dwelling or rental dwelling unit is described by code as, any dwelling unit not occupied by the owner of record regardless of familial relationship or whether rent or other compensation is paid to the owner. (Amended, Ord. No. 03-06; Ord. No. 10-13)  

The rental license verifies that the property is registered for occupancy and has met the minimum requirements set forth by the City for rental units. The requirement for licensing is that the property is inspected for health and safety concerns as well as meeting the requirements of the Housing Property Maintenance Code.  All permits are required to be completed and closed and a Point of Sale Certificate of Completion is required on all New Owner properties.  

Rental properties that change owners or are becoming new rentals are required to attend the Crime Free Orientation Class (call 763-531-1267 for more information on the required orientation.)

The rental dwelling license cycle is 2 calendar years.  Once the Rental License Application and proper fee is received a rental inspection is scheduled.  Inspections are also required every 2 years.

Violations discovered by the inspection will be noted and the owner is given a timetable for corrections, depending upon the seriousness of each violation. Once corrections are made, and all fees paid, a standard rental dwelling license will be issued.  Licenses are NON-Transferrable and are renewed every 2 years.  

It is a code violation to rent the property prior to obtaining the (temporary or) Rental Dwelling License.  This offense is a Level 5 Citation which carries a $400 fine.
